Key initiatives in this regard have been the establishment of dedicated service sections in all branch offices and the creation of new Service Centres in Kwa-Zulu Natal. This has been coupled with the introduction of performance measures and the launch of the SARS Service Monitoring Office on 3 October 2002...............
In the February 2002 Budget Speech, the Minister of Finance announced that "SARS will be launching a complaints office that will operate independently of branch offices."
The Minister built on this announcement in his media statement of 11 April 2002 on the preliminary revenue results for the year ended 31 March 2002, when he noted that; "mechanisms are required to assist taxpayers who are having difficulty in resolving problems of a procedural nature with SARS. In line with the announcement made in the Budget Speech, SARS will establish [an office] which will function independently of branch offices, report directly to the Commissioner, and maintain an objective perspective on the complaints it receives. The creation of this office is tangible evidence of SARS's commitment to the improvement of service delivery................
